Shi occupied various formal advisory positions, serving as a National Policy Advisor to the President of the Republic of China between 1996 and 2000. He subsequently transitioned to the role of Senior Advisor from 2000 to 2006 under the administration of Chen Shui-bian. His vocal support for Taiwan independence drew significant scrutiny and friction from mainland China. Following the enactment of the Anti-Secession Law in 2005, he issued a public renunciation of his previous stance on independence amidst increased external pressures.

A trained violinist, Shi directed his resources toward the establishment of the Chimei Museum in 1992. The institution is known for housing the world's largest collection of violins, featuring works by artisans such as Antonio Stradivari and Guarneri del Gesù.
