Arenas served in the House of Representatives from 2007 to 2013 and returned to the position in 2022. During her initial tenure, she focused on infrastructure, including the construction of the San Vicente-Pogo, Ican-Bugtong, Pamaranum, San Vicente, and Calvo bridges. Her legislative portfolio included House Bill No. 4363, which proposed the Southern Palawan Special Economic Zone, and HB 2471, aimed at whistleblower protection. In 2013, she partnered with Foothill College to create the Rachel Arenas Collaborative for Excellence, a training program for public school teachers.
Administrative and Regulatory Roles
Before her primary legislative career, she worked in the administrations of President Fidel V. Ramos from 1992 to 1998 and President Joseph Estrada from 1998 to 2001. Between 2001 and 2003, she served in the Media Affairs Bureau of the Office of the Vice President and the Department of Foreign Affairs. On January 20, 2017, the Commission on Appointments confirmed her as chairperson of the Movie and Television Review and Classification Board, a role she held until 2021.
