Recognizing the lack of proximity between leisure destinations and Kuala Lumpur, he selected Gunung Ulu Kali as a site for development. His logistical strategy involved building a necessary access road to the summit in three years, far surpassing estimated timelines, alongside creating self-sufficient water and electricity generation systems.
Regulatory and Financial Expansion
The project required significant capital, prompting Lim to sell an 810-hectare rubber estate and liquidate other business assets. He successfully navigated government relations to secure a casino license after receiving commendation from Prime Minister Tunku Abdul Rahman. Additionally, he negotiated pioneer status and tax incentives for the resort by demonstrating long-term profitability to the state. By January 1971, the project reached completion, marking his transition into the hospitality sector.
