Early Career and Education
Born in Oslo in 1928, Willoch attended Kristelig Gymnasium and Ullern videregående skole before entering the University of Oslo. During his national service, he achieved the rank of corporal and served with the Norwegian Brigade in Germany. He initiated his political involvement on the Oslo City Council, where he served from 1952 to 1959. By 1957, he secured a seat in the Parliament of Norway, marking the beginning of a tenure that lasted until 1989.

Willoch held the position of Minister of Trade and Shipping twice, first in 1963 within the John Lyng cabinet and again from 1965 to 1970 under Per Borten. His legislative career included serving as the President of the Nordic Council in 1973. Throughout his time in parliament, he functioned as a key architect of the Conservative Party platform, focusing on economic liberalization and reducing state intervention.
Premiership and Reform
Upon becoming Prime Minister in 1981, Willoch implemented systemic economic changes. His administration ended the state broadcasting monopoly, deregulated credit markets, and eased restrictions on real estate and retail trade. Foreign policy under his cabinet aligned with NATO, supporting the 1979 double-track decision and hosting U.S. logistical bases. His government concluded in 1986 following a vote of no-confidence regarding gasoline surcharges.
Later Life and Recognition
After retiring from parliamentary politics, Willoch served as the Governor of Oslo and Akershus from 1990 to 1998 and as chairman of NRK from 1998 to 2000. He remained active in public debate as an advocate for human rights and environmental issues. He received numerous honors, including the Knight Grand Officer of the Order of Saint Olav in 1996 and the Willy Brandt Prize in 2005. He died in 2021 in Ullern.
