Background and Education
Born in Kongo Central on 19 October 1967, Judith Suminwa spent part of her youth abroad while her father served as ambassador to Chad during the presidency of Mobutu Sese Seko. She pursued higher education in Belgium, completing a bachelor's degree in applied economic sciences at the Catholic University of Mons and earning a master's degree in labour studies from the Université libre de Bruxelles. She returned to the Democratic Republic of the Congo in 1997.

Before entering formal political office, Suminwa worked in the private sector at Citibank. She later transitioned to international aid, serving as an administrative and financial assistant for the Office of the United Nations High Commissioner for Human Rights before joining the United Nations Development Programme. She is a member of the Union for Democracy and Social Progress. Her domestic administrative experience included a role as deputy coordinator of the Presidential Council for Strategic Monitoring.
Ministerial Roles and Governance
In 2023, Suminwa entered the cabinet of Prime Minister Sama Lukonde as Minister of State and Minister of Planning. Following Lukonde’s resignation on 21 February 2024, she was appointed to lead the government. In her political capacity, she has publicly criticized Rwanda, accusing the country of occupying areas in the eastern Democratic Republic of the Congo and supporting rebel organizations, such as the Congo River Alliance, in efforts to destabilize the government.
