Joseph Kabila assumed the presidency of the Democratic Republic of the Congo in 2001, just ten days after his father, Laurent-Désiré Kabila, was assassinated. His rise to power occurred amidst the volatility of the Second Congo War, marking the start of an eighteen-year tenure that fundamentally reshaped the nation’s political, economic, and institutional landscape during a period of intense transition.
Military Training and Early Career
Born in 1971 in Hewa Bora, Kabila spent his formative years outside the Congo, receiving primary and secondary education in Tanzania. He pursued military studies in Tanzania before attending Makerere University in Uganda. He later studied at the PLA National Defence University in China. As a major general, he served as deputy chief of staff and chief of staff of the Congolese Armed Forces, providing him with a foundation in security affairs before his ascension to the presidency.

Upon taking office in 2001, Kabila initiated a peace process that eventually concluded the Second Congo War. He led the transition toward the country’s first multi-party elections in decades. In 2002, he signed peace agreements that established a transitional government. He founded the People's Party for Reconstruction and Democracy, securing electoral victories in 2006 and 2011. During his tenure, his administration focused on infrastructure development and attracting foreign investment, specifically within the mining sector, which contributed to substantial economic expansion.
Governance and Political Transition
Kabila’s administration faced significant domestic and international criticism regarding its democratic standards, human rights record, and corruption. Following the expiration of his constitutional mandate in 2016, political instability grew as elections were repeatedly delayed. After stepping down in 2019, he became a senator for life. His subsequent political influence waned as his coalition with President Félix Tshisekedi dissolved. He eventually faced legal proceedings and sanctions from the United States.
