Pope John Paul II elevated Jose Tomas Sanchez to the College of Cardinals on June 28, 1991, marking a significant milestone in a career that spanned from teaching mathematics in a local seminary to serving in the Roman Curia. Throughout his life, he occupied senior ecclesiastical roles across the Philippines and within the central administration of the Vatican.
Early Education and Priesthood
Born in Pandan, Catanduanes, on March 17, 1920, Sanchez was the eighth of ten children. His theological training took place at the Holy Rosary Seminary in Naga City and the University of Santo Tomas in Manila. Although he once considered a career in engineering, he remained committed to religious life even after the Second World War forced a temporary closure of his seminary. Ordained on May 12, 1946, he spent his initial years as a priest teaching subjects including Latin, Spanish, Algebra, and Geometry at the Peñafrancia Seminary.

Sanchez entered the episcopal hierarchy on February 5, 1968, when he was named Auxiliary Bishop of Nueva Caceres and Titular Bishop of Lesvi. He was consecrated on May 12, 1968. By December 13, 1971, he became the Coadjutor Bishop of Lucena, assuming full duties as the diocesan bishop on September 25, 1976. In 1982, he moved to his final diocesan post as Archbishop of Nueva Segovia, serving in that capacity until March 22, 1986.
Roman Curia and Retirement
In 1985, Sanchez moved to Rome to serve as Secretary of the Congregation for the Evangelization of Peoples. Upon his elevation to cardinal in 1991, he assumed the role of Prefect of the Congregation for the Clergy and President of the Administration of the Patrimony of the Apostolic See. He held these positions until his retirement in 1996. In 2002, he was promoted to the rank of Cardinal-Priest. He returned to the Philippines in 2010 to advocate against the Reproductive Health Bill before his death in Manila on March 9, 2012, from multiple organ failure.
