Early Education and Legal Training
Morley began his formal education at University College School in 1852, followed by studies at Cheltenham College between 1855 and 1856. He later attended Lincoln College from 1856 to 1859. Although he was called to the bar by Lincoln's Inn in 1873, he ultimately pivoted toward journalism, a shift he later reflected upon as a source of enduring regret.

Before his tenure in the legislature, Morley established himself as a journalist. He served as the editor of the Pall Mall Gazette from 1880 until 1883. His parliamentary career commenced when he won a seat in 1883. Over the following decades, he held several key appointments, including Member of the Privy Council of Ireland in 1886 and Member of the Privy Council of the United Kingdom in the same year. His legislative service included terms in the 22nd, 23rd, 24th, 25th, and 28th Parliaments.
Governmental Roles and Final Years
Morley occupied the role of Chief Secretary for Ireland twice, first in 1886 and later from 1892 to 1895. His career was marked by significant recognition, including being named a Fellow of the Royal Society in 1892 and receiving the Order of Merit in 1902. He was also a Fellow of the British Academy. Following his extensive career in London and elsewhere, he died in 1923 and was buried at Putney Vale Cemetery.
