Born in Nøtterøy in 1930 to Peter Syse and Magnhild Bjønnes, he moved through the Norwegian education system before enrolling at the University of Oslo. His professional life included significant periods as an attorney and manager for the shipping firm Wilh. Wilhelmsen, where he also managed the newsletter Skib-rederi. He married Else Walstad in 1959, and the couple had two sons, Christian and Henrik.

Syse began his electoral career with the Oslo city council in 1963. By 1965, he entered the Storting as a deputy representative, later becoming a full member in 1969 to replace Kåre Willoch. His tenure in parliament lasted over twenty-five years, during which he served on committees covering finance, foreign affairs, justice, and the constitution. He held the position of State Secretary between 1970 and 1971 and later served as the Minister of Industry from 1983 to 1985 under the second Willoch cabinet.
International Relations and Leadership
Beyond domestic policy, Syse focused on regional cooperation. He acted as president of the Nordic Council in 1988 and again in 1993, and represented Norway at the United Nations General Assembly and the Inter-Parliamentary Union. He was also president of the Lagting from 1993 until 1997. His efforts centered on diplomatic ties, particularly within the Nordic region and the Baltic states, navigating complex policy positions throughout his time in government.
