A 1991 oil export license granted by Vladimir Putin served as the foundational catalyst for the commercial empire of Gennady Timchenko. This initial mandate propelled his transition from a state-employed engineer into a billionaire figure, eventually leading to the establishment of the private investment fund Volga Group and a significant, lasting presence within the global energy sector.
Early Professional Trajectory
Born in 1952 in Leninakan, Armenian SSR, Timchenko pursued technical education at the Baltic State Technical University, graduating as an electrical engineer in 1976. He began his career at the Izhorsky plant, later moving to the Soviet Ministry of Foreign Trade in 1982. By 1988, he served as Deputy Director for Kirishineftekhimexport, one of the largest oil refinery operations in the RSFSR, gaining direct exposure to the liberalization of the Russian economy.

In 1991, Timchenko relocated to Finland to work for Urals Finland Oy, eventually leading the firm as it transitioned into International Petroleum Products Oy. He co-founded the commodity trading house Gunvor in 1997 with Torbjörn Törnqvist, which subsequently exported billions of dollars in Russian oil. In 2007, he established the Luxembourg-based Volga Group to consolidate diverse assets spanning natural gas, petrochemicals, infrastructure, and transport.
Sanctions and Asset Realignments
The 2014 annexation of Crimea resulted in Timchenko being placed on the United States Specially Designated Nationals List. Consequently, he divested his stake in Gunvor to Törnqvist in March 2014. Additional sanctions were imposed by the United Kingdom in February 2022 following the Russian invasion of Ukraine. Reports have linked him and Oleg Deripaska to the financing of the private military company Redut, which has provided security services for his commercial enterprises.

Beyond his energy investments, Timchenko maintains a prominent role in Russian athletics, serving as the Chairman of the Board of Directors for the Kontinental Hockey League and President of the SKA Saint Petersburg ice hockey club.
