Frank van Harmelen

Dutch computer scientist

Frank van Harmelen, born in 1960, is a Dutch computer scientist and mathematician whose career focuses on the development of the Semantic Web and Knowledge Representation. Based primarily at Vrije Universiteit Amsterdam, he has contributed to the formal underpinnings of intelligent systems and large-scale reasoning platforms throughout a career spanning over three decades in academia and research.

Academic Background and Early Research

Van Harmelen pursued his initial studies in mathematics and computer science in Amsterdam before relocating to the University of Edinburgh. He completed his PhD in 1989, focusing on meta-level reasoning. During his time in Scotland, he collaborated with Alan Bundy on proof planning for inductive theorem proving and participated in the development of a logic-based toolkit designed for expert systems.

Contributions to Knowledge-Based Systems

Upon returning to Amsterdam in 1990, he spent five years in the SWI Department under Professor Bob Wielinga. His research during this period concentrated on reflection in expert systems and establishing the formal foundations of the CommonKADS methodology. In 1995, he joined the AI research group at Vrije Universiteit Amsterdam, marking the beginning of his extensive involvement in Semantic Web technology.

Semantic Web and Large-Scale Reasoning

As a key figure in the Semantic Web field, Van Harmelen co-designed the Web Ontology Language (OWL) and the Ontology Inference Layer (OIL). He served as the scientific director for the LarKC project between 2008 and 2011, which aimed to create the Large Knowledge Collider—a platform designed for large-scale semantic web reasoning. In 2002, he was appointed full professor at Vrije Universiteit Amsterdam, where he continues to lead the Knowledge Representation and Reasoning Group.

Professional Recognition and Ongoing Projects

Van Harmelen’s scholarly output includes numerous books and over 100 research papers covering topics such as approximate reasoning and medical protocols. His work in medical informatics includes collaborations on the Protocure project and studies involving clinical guideline formalisation. He was elected a member of the Royal Netherlands Academy of Arts and Sciences in 2017 and is also a member of Academia Europaea. In 2019, he received a Zwaartekracht grant from the Dutch Ministry of Education, Culture and Science to support his work at The Hybrid Intelligence Center.
