Early Life and Education
Born in Bogotá on 3 August 1950 to Andrés Samper Gnecco and Helena Pizano Pardo, Ernesto Samper grew up in a family with deep roots in Colombian letters and politics. He completed his secondary education at Gimnasio Moderno before attending the Pontifical Xavierian University. He earned degrees in economics in 1972 and law in 1973. Additionally, he undertook graduate studies in economics at Columbia University in New York City.

Samper began his political career as a member of the Bogotá City Council and later served in the Senate. He managed Alfonso López Michelsen’s 1982 campaign and sought the Liberal Party nomination in 1990. Under President César Gaviria, he served as Minister of Economic Development and as ambassador to Spain. In 1994, he entered a competitive presidential race against Andrés Pastrana. Samper won the first round with 45.2% of the vote and secured the presidency in the second round on 19 June 1994 with 50.37%.
The 8000 Process Scandal
Following his victory, allegations emerged that the Cali Cartel funneled over $6 million into Samper's campaign to secure his win. The ensuing investigation, known as the 8000 process, implicated several campaign officials, including treasurer Santiago Medina, who was arrested. While Samper acknowledged the potential infiltration of drug money into his campaign, the Colombian Chamber of Representatives ultimately acquitted him by a vote of 111 to 43, concluding the legal inquiry.
International Diplomacy
Beyond his tenure as President of Colombia from 1994 to 1998, Samper maintained a role in international affairs. He held the position of Secretary General of the Non-Aligned Movement between 1995 and 1998. Later, he served as the Secretary General of the Union of South American Nations from 2014 to 2017.
