Elena Novikova-Belova is a Soviet fencer and professor, born in Sovetskaya Gavan in 1947.
Her honours include Order of Friendship of Peoples, Order of the Badge of Honour, Pierre de Coubertin Medal and Order of Fatherland 3rd Class. She competed at the 1980 Summer Olympics, the 1968 Summer Olympics, the 1976 Summer Olympics and the 1972 Summer Olympics.
