Academic Background
Born in Leningrad on 13 October 1977, Patrushev completed his initial studies at the State University of Management in 1999. He later attended the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation from 2002 to 2004, focusing on the world economy, and graduated from the FSB Academy in 2006. His academic credentials include a PhD in Economics, earned in 2003 at the Saint Petersburg State University of Economics and Finance, followed by a Doctor of Sciences degree in 2008 at the same institution, where his dissertation analyzed state and market regulators within the fuel-energy complex.

Patrushev began his career at the Ministry of Transport, where he served from 1999 to 2002. He transitioned into the banking sector in 2004 by joining VTB Bank, eventually becoming a senior vice president in 2007. In 2010, he became chairman of the Russian Agricultural Bank, a position he held until 2018. During his tenure, the bank initiated an internal audit that resulted in 1,500 criminal cases against employees. Under his management, the bank increased its loan portfolio from 2010 to 2017 to a total of 2.97 trillion rubles, while reducing the share of problematic loans from 27% to 18%.
Government and Ministerial Service
Appointed Minister of Agriculture on 18 May 2018, Patrushev oversaw the implementation of the Integrated Development of Rural Areas program, which introduced agricultural mortgage options. Under his ministry, Russia became a net food exporter for the first time in its post-Soviet history in 2020. By 2023, the value of food and agricultural raw material exports reached 43.1 billion dollars. In May 2024, he was named Deputy Prime Minister in the second cabinet of Mikhail Mishustin, continuing his oversight of national agricultural and environmental mandates.
