The appointment of Conrado Estrella III as the 15th Secretary of Agrarian Reform in 2022 marked the second time a member of his family occupied the position, following his grandfather, Conrado Estrella Sr., who served from 1971 to 1986. Early Political Involvement
Estrella entered politics through the Kabataang Barangay system, rising to become the president of the provincial federation in Pangasinan and the regional chairman for the Ilocos Region. At age 26, Estrella was elected to the House of Representatives in 1987, representing the sixth district of Pangasinan as one of the youngest members of the chamber. He maintained his seat in the 9th Congress and later returned to the House from 2001 to 2010. During his career, he held leadership roles including deputy speaker in the 18th Congress. In 2013, he shifted to a party-list representative role for Abono, serving until his appointment to the cabinet in 2022.
Administrative and Executive Roles
Beyond his legislative work, Estrella held various executive positions within the government. In 1994, he was considered for the head of the Philippine Sports Commission, though he ultimately did not secure the appointment. From 1995 to 1998, he served as a director at the Manila Economic and Cultural Office. Under the Estrada presidency, he acted as the administrator of the National Electrification Administration.
Legal and Fiscal Challenges
In 2013, Estrella was identified in reports regarding the pork barrel scam, leading to charges from the National Bureau of Investigation in 2015 for allegations of malversation and bribery. Simultaneously, the Commission on Audit issued notices concerning the use of ₱64 million in his Priority Development Assistance Fund. In 2018, the commission excluded him from liability after determining that signatures on the relevant documents had been forged.
