Early Career and Education
Born in Maxixe in 1954, do Rosário pursued his higher education at Eduardo Mondlane University before continuing his studies at the University of London. By 1977, he secured a position within the Economics and Finances department of the Ministry of Public Works, a role he maintained until 1983. During this period, he also served as an evening lecturer at the Instituto Industrial de Maputo and transitioned into the private sector as a lead economist for Citrinos de Manica.

In 1987, do Rosário was appointed Governor of Zambezia Province, concurrently serving as the prime secretary of the Provincial Committee. His legislative tenure included a term as a member of the Assembly of the Republic in 1994. Shortly thereafter, he transitioned into executive government as the Minister of Agriculture and Fishing, a position he held until 2000.
Diplomatic Assignments
Following his ministerial work, do Rosário moved into the diplomatic corps. He acted as the High Commissioner of Mozambique to Sri Lanka from 2003 to 2009. His subsequent diplomatic missions included serving as the ambassador of Mozambique to Indonesia from 2009 to 2015, while also holding High Commissioner roles for Malaysia and Singapore between 2010 and 2015.
Tenure as Prime Minister
President Filipe Nyusi appointed do Rosário as Prime Minister of Mozambique on 17 January 2015. Throughout his tenure, he oversaw the national cabinet, though his appointments faced criticism from the opposition party RENAMO regarding political inclusivity. He secured a second term in 2020. On 3 March 2022, President Nyusi dismissed do Rosário alongside six other members of the cabinet, concluding his seven-year premiership.
