George Brock Chisholm was the inaugural Director-General of the World Health Organization, serving from 1948 until 1953. Born in 1896 in Oakville, Ontario, he emerged from a background as a decorated combat officer in the First World War to become a pioneering psychiatrist and a formative figure in the development of international public health policy during the mid-twentieth century.
Military Service and Medical Training
During the First World War, Chisholm served in the 15th Battalion of the Canadian Expeditionary Force. He displayed significant leadership as a captain, earning the Military Cross and a bar for his conduct during combat near Lens, France. Following his military service, he transitioned to medicine, completing his degree at the University of Toronto in 1924. He subsequently trained in England before undertaking further studies at Yale University, where he focused on the mental health of children.

At the start of the Second World War, Chisholm integrated psychiatric principles into military training, ultimately becoming the Director General of Medical Services for the Canadian Army. In 1944, he accepted the position of Deputy Minister of Health in the Canadian government, becoming the first individual to hold that office. During this period, he advocated for an intellectually independent upbringing for children, free from the prejudices of their elders, a stance that generated considerable public debate.
Leading the World Health Organization
In 1946, Chisholm became the executive secretary of the Interim Commission for the World Health Organization. He played a central role in drafting the agency's constitution, notably establishing the definition of health as a state of complete physical, mental, and social well-being. Upon the agency's formal establishment in 1948, he was elected as the first Director-General. His tenure included coordinating responses to a cholera epidemic in Egypt and various malaria outbreaks, alongside implementing international epidemic-warning services.
Later Years and Recognition
After departing the World Health Organization in 1953, Chisholm served as the president of the World Federation of Mental Health. He remained active in international and humanist initiatives, serving as a moderator for the American Unitarian Association. His contributions were marked by numerous distinctions, including the Lasker-Bloomberg Public Service Award in 1952 and the Companion of the Order of Canada in 1967. He passed away on 4 February 1971, in Victoria, British Columbia.
