Early influences and military service
Born in Cape Town in 1899 to parents Bertha and William, Butlin spent his formative years moving between South Africa, England, and Canada. His early exposure to the itinerant life of his grandmother's fairground business provided foundational experience in trade. In 1915, he enlisted in the Canadian Army, eventually serving as a bugler and stretcher-bearer in France during major engagements, including the battles at Ypres, Arras, and Vimy Ridge.

Following his wartime service, Butlin leveraged his small initial investment into a successful fairground enterprise. By modifying his game stalls to improve player success rates, he generated higher volume and profit than his competitors. His business grew rapidly, leading to major concessions at venues like the Olympia in London and the establishment of his first static fairground in Skegness by 1927.
The holiday camp industry
In 1936, Butlin opened his first holiday camp at Skegness, followed by a site in Clacton. During World War II, he collaborated with the Ministry of Defence to construct facilities at Filey, Ayr, and Pwllheli, which served as training camps during the conflict before being reclaimed for civilian use. Post-war expansion included additional camps at Mosney, Bognor Regis, Minehead, and Barry Island, alongside various hotel acquisitions.
