Early Career and Scientific Foundations
Born in 1939 in Saint Petersburg, Chilingarov graduated from the Admiral Makarov State Maritime Academy in 1963 as an engineer-oceanographer. His initial assignment took him to the Tiksi observatory. By 1969, he led the drift ice station North Pole-19, and in 1971, he assumed command of the Bellingshausen Station during the 17th Soviet Antarctic Expedition. He later earned a Doktor of Sciences in Geography, using his field experience in the Western Arctic to advance navigation support methods.

In 1985, Chilingarov led a high-stakes rescue mission to retrieve the ice-blocked research vessel Mikhail Somov in the Southern Ocean. The successful operation earned him the title of Hero of the Soviet Union in 1986. Two decades later, he led the 2007 Russian North Pole expedition, which utilized Mir submersibles to reach the seabed 13,980 feet below the surface. He also participated in deep-water research dives in Lake Baikal in 2008, reaching depths of 1,580 meters.
Political Tenure
Chilingarov maintained a long-standing political career alongside his scientific work. He served in the State Duma during several periods, including 2000–2003, 2003–2007, 2007–2011, and 2016–2024. Between 2011 and 2014, he was a member of the Federation Council. His political activities included supporting the 2012 legislation regarding U.S. adoptions of Russian orphans. He held the title of Hero of the Russian Federation, awarded in 2008.
