Alar Karis

The presidential career of Alar Karis began on 31 August 2021 when the Riigikogu elected him to the office with 72 votes. Before entering national politics, he spent decades in the Estonian academic and public sectors, serving as a molecular geneticist, a university rector, the Auditor General, and the director of the Estonian National Museum.

Academic and Scientific Foundation

Born in Tartu in 1958, Karis pursued a path in the biological sciences. He graduated from the Estonian Agricultural Academy in 1981 and obtained the degree of Candidate of Veterinary Sciences from the Academy of Sciences of the Byelorussian SSR in 1987. His career in higher education included a professorship at the University of Tartu starting in 1999 and service as rector for both the Estonian University of Life Sciences from 2003 to 2007 and the University of Tartu between 2007 and 2012.

Public Service and Transition to Presidency

Karis shifted into administrative and public roles following his academic career. He served as the Auditor General of Estonia from 2013 to 2018 before taking the position of director at the Estonian National Museum, where he remained until 2021. In August 2021, Speaker of the Parliament Jüri Ratas approached him as a candidate for the presidency. After receiving support from the Reform Party and the Centre Party, he took office on 11 October 2021.

Presidential Oversight and Constitutional Review

During his tenure, Karis has frequently exercised his authority to challenge legislative procedures. In 2023, he refused to promulgate a law after identifying that the government had improperly linked the bill to a confidence vote to bypass parliamentary obstruction. The Supreme Court eventually supported his stance. Furthermore, he delayed the Vehicle Tax Act in 2024 until the parliament amended the text to ensure the legislation did not discriminate against persons with disabilities.

Decision Regarding Tenure

On 23 June 2026, while addressing the Estonian Victory Day commemoration in Rapla, Karis announced he would not seek a second term in the upcoming presidential election. He stated that his departure was motivated by personal reasons and a prior commitment made to his family to limit his service to a single term, despite claims from opposition figures that political pressure from the governing coalition influenced the choice.
