B.F. Skinner was, by mid-century, the most famous psychologist in America. His work on operant conditioning — the demonstration that behavior could be shaped through patterns of reward and punishment — was rigorous, reproducible, and practically powerful. He could train pigeons to play ping-pong, rats to navigate mazes, and argued convincingly that the same principles applied to human behavior. For Skinner and the behaviorist school he dominated, the inner workings of the mind were irrelevant: you couldn't observe them scientifically, so psychology should confine itself to observable inputs (stimuli) and outputs (responses).

The key problem: children regularly produce and understand sentences they have never heard before. No finite amount of stimulus-response training on previously heard utterances can explain this.
This "poverty of the stimulus" argument pointed to the conclusion that children must come equipped with an innate knowledge of language structure — what Chomsky called "universal grammar," a set of abstract principles common to all human languages that allows children to rapidly acquire whichever language they are exposed to. The child isn't learning a catalog of sentences; the child is extracting the rules of a grammar from limited, impoverished input. That can only happen if the brain already contains the relevant grammatical categories and principles.
The impact of Chomsky's review extended far beyond linguistics. By legitimizing the study of internal mental representations — abstract structures in the mind that can't be directly observed but can be inferred from behavior — Chomsky opened the door to cognitive science. Psychology shifted from studying observable behavior to studying mental processes: memory, attention, language, reasoning, perception. The strict behaviorist prohibition on discussing mental states collapsed. The irony is acute: Skinner had attempted to make psychology more scientific by eliminating unobservable mental states. And yet. Walk into most classrooms, corporate training programs, or behavioral therapy sessions today, and Skinner's fingerprints are everywhere. Token economies, gold stars, grades, positive reinforcement schedules, punishment for rule violation — these are all operant conditioning. Applied Behavior Analysis (ABA), the dominant evidence-based intervention for autism, is direct Skinnerian practice. Gamification — the use of points, badges, and rewards to drive engagement — is operant conditioning with better graphic design.
The reason is not theoretical vindication but practical effectiveness. Behavioral techniques work for shaping behavior even if they cannot explain language acquisition. Chomsky was right about the theory; Skinner was right that reinforcement modifies behavior. They were arguing about different things, with Chomsky so decisively winning the debate about language and mind that the practical utility of behaviorist techniques was obscured for a generation.
